Services provided to the resident public (apart from a host of utility and assistance services) are:-

1 Issue development permits.

2. Issue street lines certificates.

3. Register properly transport in the Council’s assessment books.

4. Issue non-vesting certificates.

Fees are charged for issue of permits and certificates on the above.

On the other hand, the services and utilities provided by the council outweighs the above charges to applicants. The welfare and benefits enjoyed by the resident public, such as:

Collection of garbage

Installation of night illumination street lamps.

Constructing roads and drains.

Providing other necessary public infrastructure and facilities.

In addition to the above benefits, the council’s other public utility and welfare facilities include:-

Free glass of dairy

milk to lactating mothers.Library services

Ayurveda medical service, free of charge

OUR STRENGTHS

Dearth of trained staff.

Insufficient physical resources.

Meager re-allocation of funds by the Western Provincial Council that receives fund allocation from the Central Government budget.

AVENUES TO IMPROVE OPERATIONS

Implementation of scheme of annual rates assessment and collection of rates in all our Grama Niladhari divisions.

Declaration of the Bolgoda Lake environs as a tourism area and developing it.

Execute a survey of commercial establishments and support an effective assessment rates tax collection.

Facilitate the holding of a weekly produce fair for the benefit of the public.

CONSTRAINTS FACING THE COUNCIL

Difficulties in our attempts to secure essential trained staff as well as in accessing necessary physical resources.

Insufficient funding allocations to the council by the Western Provincial Council to meet essential development programme costs in this ever expanding urban area of Boralegamuwa.

FUTURE PLANS AND PROJECTS

n collaboration with the Western Provincial Council’s clean environment Project implemented by the Provincial Council Western Disposal Authority, the Boralesgamuwa Urban council has selected a Grama Niladhari division, in order to operate its waste disposal management programme. This is a subject that remains as a challenge to all councils and municipalities.

In this programme, it is expected that:-

1. Under this proposed plan, an important feature is to secure maximum participation of the public.

2. To orient the public to self discipline in their management of garbage disposal.

3. A scheme of regulations on managing waste disposal had been gazette in 30 July 2008. This is to be made operative.

4. The Council proposes inviting prospective investors who would wish to set up waste disposal management businesses.
